Training/Disaster Relief/Humanitarian Assistance/Infrastructure Building

  • Developed and conducted training programs and seminars for U.S. and Latin American military and civilian personnel.
  • Conducted 22 seminars annually fostering humanitarian and refugee assistance and relief, prevention and assistance in natural or human-made disasters while addressing environmental concerns and human dignity.
  • Contributed to the humanitarian and refugee assistance at the highest military and civilian governmental levels in many countries of Latin America. Experience included, but not limited to, seminars (and actual assistance and relief) dealing with the prevention and disaster assistance for drought, fire, flood, storms, earthquake, hurricane, tornado, volcanic eruptions, crop disease, livestock damage, pest infestation, hazardous materials, power outages, wildfires, oil spillage, civil disturbance, seaquake (tsunamis), soil erosion, epidemics, disasters (air, land and sea), explosions, refugees, food crisis, displaced persons, terrorism, drowning, land slides and building collapse. Numerous countries in the Western Hemisphere were the targets of such relieves and assistance.
  • Assisted in the development of and supervised an annual budget of $ 15 million USD in support of military and civil infrastructure projects in Central, South America and the Caribbean. Projects included the construction of schools, clinics, roads, hospitals, community centers, bridges, piers, perforation of water wells, water irrigation systems, medical, veterinarian and dental visits. Several projects were conducted in remote locations and in austere field environments. Supervised and monitored many projects from inception until completion. Revisited projects, years later, to ensure compliance with its intended use and to address their impacts on benefited population.
Chief - Humanitarian Assistance
  • Deployed professional and experienced personnel from the USA into remote and austere field environments to provide medical, dental, and veterinarian assistance to those in need in Latin America and the Caribbean.
  • Medical personnel treated for parasites in children, provided primary health, assisted in health maintenance, and instructed individuals in remote, jungle areas the benefits of personal hygiene such as hand washing and consuming potable water.
  • Dental personnel performed extractions et al, dental disease prevention seminars, and distributed pamphlets with information on the benefits of prevention of dental diseases. Revisited patients as needed.
  • Veterinarians treated livestock and other animals for a range (and prevention) of diseases. They also conducted classes to the local populace on the prevention and treatment of animal diseases.
  • Deployed with professionals, equipment and supplies to assist refugees and displaced communities as the direct result of conflicts, natural and man-made disasters. Distributed water, cots, tents, food, medicines, vehicles, clothing, books, school supplies, personal hygiene items and vehicles. Also administered vaccines where needed.
Manager - Procurement
  • Negotiated and administered contracts with vendors in excess of $ 17 million for the procurement of facilities, vehicles, and office support equipment.
  • Directed staff involved in the relocation of over 1100 personnel and thousands of pieces of office equipment from the Republic of Panama to Miami, Florida, USA.
  • Supervised a $ 40 million budget in support of relocation efforts. Consistently achieved all objectives within budget and time constraints.
  • Arranged cargo movements from suppliers through designated logistics channels in compliance with documentation and transportation plans.
Manager - Finance
  • Supervised over 14 accounting personnel whose functions included inventory, fixed assets, accounts payable, payroll, general accounting and general ledger activities for a $ 22mm budget.
  • Developed a working relationship with six (6) Regional Sales organizations to ensure effective, local demand communication process and to anticipate sales volume shifts. Participated in monthly sales. Forecast update meetings.
  • Forecasted expenses for Central and South American operations during a five-year period. Established yearly financial master plan. Prepared and briefed detailed year-end financial reports to senior management.
  • Contributed to the development of a budget of $ 26mm in support of over 1500 infrastructure development projects in Central, South America, and the Caribbean.
  • Provided financial statement of monthly activities including retail and warehousing.
Manager - Human Resources
  • Developed effective training, communications and product awareness programs for all employees.
  • Pioneered working relationship with internal and lateral departments.
  • Established administrative and operational standards that led to the creation of six (6) satellite logistic support units to support US diplomatic and business objectives in Latin America.
  • Provided fruitful, timely, and meaningful performance appraisal programs.
Logistics
  • Developed measurements and coordinated data collection and provided feedback to suppliers regarding performance. This resulted in a cost reduction of 24% in purchased items.
  • Built key relationships with suppliers and customers.
  • Communicated to senior management as appropriate in order to obtain necessary buy in and approvals.
  • Selected, purchased and replenished a fleet of 12 vehicles and 15 motorcycles within respective countries under budget and on a timely basis. This resulted in a 27% savings in the purchase.
